Considers that the rock in the region is composed of greywacke which has a high crystalline silica content. Quarry operators rely on the criteria of the Victoria Environment Protection Agency which also has a clause of 500m where the material contains crystalline silica. Mitigation used in NZ is minimal and silica dust can disperse considerable distances. There are issues of reverse sensitivity and health that need to be considered and health experts have advocated for a 500m setback from quarry to property boundary. Suitable land for quarrying exists though some distance from residential areas (refer to submission for more detail).

​Amend so that a setback from the quarry boundary to property boundary of 500m is always required, regardless of mitigation measures proposed by applicants.
